A few hints to get started:

1* With distances you cannot sea waves. Brush strokes must be horizontal ones.

2* Mix blue, red and yellow with white to get subtle grey colours
     According to the prevailing primary colour you chose, 
     you will obtain a whole range of warm or cold colours

3* Sky is stronger at the top of the canvas, it gets clearer at the horizon.

4* When painting waves, at the foreground, do not forget 
    the backward and forward motion.
    Waves grow hollow before they split.

Procedures to follow:
STEP 1:
Use charcoal to draw landscape items : rocks, faraway coast and horizon. Horizon is at the upper third of your canvas. Afterwards, wipe surface with a soft cloth to remove black pigments that could soil your painting.
STEP 5:
Horizon should remain in pink grey, green grey. To obtain a contrast with sky colours, use less white to begin.
STEP 2:
Paint the background using ultramarine and a lot of turpentine (background must remain almost transparent).
STEP 6:
Starting with first rocks, add some emerald green to your grey colours. Brush strokes will become thicker, jerkier. Use some ochre to recall disturbed sand and some emerald green at foreground to represent water depth.
STEP 3:
Mix blue, red and yellow, add some white to get a very soft grey. Try to obtain different grey colours : *blue grey, *pale pink grey, *purple blue grey. Paint your sky with various successive grey shades.
STEP 7:
Faraway rocks will be in umber, with some ochre for light. Foreground rocks will also be in umber with ultramarine for darkest parts. Use red, ochre and yellow for lit rocks.
STEP 4:
To balance harmony of colours, put some purple blue grey on the faraway coast, as well as on the left side of your sea.
STEP 8:
The white used for foam gets mixed with the outline of the rocks, still wet. To achieve, add some thick strokes of pure white.
